What is the Maryland State Drug and Alcohol Abuse Council?

The Maryland State Drug and Alcohol Abuse Council was codified into law by the Governor with the passing of House Bill 219 (SG § 9-2805). Its purpose is to ensure that available resources for drug and alcohol abuse prevention, intervention, and treatment are used effectively and efficiently. This task is to be accomplished through the development of a 2-year comprehensive plan that promotes a coordinated and collaborative effort in the delivery of these services. In developing this plan, the Council is to identify and develop methods by which the priorities in local drug and alcohol abuse council plans can be integrated into the State plan. Other duties of the Council include: annual updates of the 2-year plan; coordination with the Governor’s Grants Office to identify available funding sources; preparation of an annual survey of all federal and State funds used for drug and alcohol abuse services; and to serve as a repository for studies and evaluations of State and local substance abuse programs.
 
Who are the members of the Council?
 
The Council is comprised of 19 voting and 4 non-voting members. The voting members are:
 
Secretary of Health and Mental Hygiene
Secretary of Public Safety and Correctional Services
Secretary of Juvenile Services
Secretary of Human Resources
Secretary of Budget and Management
State Superintendent of Schools
Executive Director of the Governor’s Office of Children
Member of the Senate of Maryland
Member of the Maryland House of Delegates
Judge, District Court
Judge, Circuit Court
Up to seven members with relevant interest or expertise, appointed by the Governor
 
The non-voting members include:
 
Directors of the Alcohol and Drug Abuse Administration and Mental Hygiene Administration
Director of the Division of Parole and Probation
Assistant Secretary for Treatment, Department of Public Safety and Correctional Services.
 
Can I attend the Council meeting?
 
Yes. The council meetings are open to the public. The dates, times and locations of meetings are posted on our website. If you are unable to attend, the minutes of all meetings are posted on the website.
